A seminar on the language of police negotiators

A co-presentation at UTS: “Interaction in crisis negotiation and the professional development of NSW Police negotiators: a case study” with Detective Superintendent John O’REILLY of the Counter Terrorist & Special Tactics Command, in the NSW Police Force.

Abstract:

Experts in the professional development of serving police negotiators in the NSW Police Service (NSWP), on their internal professional development and accreditation courses, commonly draw on negotiation case studies to analyse the ways that negotiation skills may be employed in responding to a crisis. This presentation discusses aspects of a negotiation case study referred to as “Operation Terrall”, an incident which involves a Police negotiator in New South Wales, Australia in the serving of a “high-risk warrant” on an armed and dangerous person of interest (POI) who is expected to resist. This case has been presented around the world to various police services as an effective instructional case study and on the NSWP’s professional development courses for crisis negotiators, and is frequently used in the local NSWP courses.

There will be two aspects of this case study presented: the first will be a presentation by the negotiator involved (Det. Sup. John O’Reilly) on the actual incident, covering the pre-event context, the actual unfolding of the event, and the various contextual aspects which contributed to its eventual resolution. The second will be a presentation by a forensic linguist (Dr. Terry Royce) on the communicational aspects of the interaction between the POI and the negotiator that have been presented on several internal professional development and accreditation courses to negotiators: the use of active listening to build rapport with the POI, the discourse staging of the negotiation, and the role that features of the context before and during the incident can play in the language choices made by the negotiator in interaction with the POI.

John’s Bio
Detective Superintendent John O’Reilly is currently the Commander of the Operations Group, in the Counter Terrorist & Special Tactics Command, in the NSW Police Force. He was a former negotiation team leader in the Negotiators Unit, and has worked with the NSWP’s internal professional development and accreditation courses which cover both domestic and CT crisis incident training.
